About the Opportunity

This opportunity is for the role of Deputy Country Director - Program. You will be a crucial member of our Senior Management Team in Yemen, responsible for overseeing program quality, strategic planning, drive the country office strategic plan, and work closely with Country Director on new program development initiatives, program advocacy, and innovation. Your focus will be on driving high-quality, evidence-based programs that make a lasting impact in the communities we serve

Imagine leading a dynamic team in a challenging but incredibly rewarding environment. Our long-standing presence in hard-to-reach areas has garnered extensive community acceptance. We're at the forefront of integrated programs, including Health, Nutrition, WASH, and Protection, all backed by well-established health facilities.

You'd oversee critical initiatives like our Emergency Food Assistance Program across 18 districts and our Food Security and Livelihoods program covering 8 districts and 2 governorates, benefiting thousands of households.

Your leadership would also be instrumental in our swift responses to cholera, diphtheria outbreaks, and hygiene, along with our COVID-19 awareness campaigns. In addition, we're proud to support Women and Girls through Safe Spaces in 2 governorates, making a meaningful impact.

Your responsibilities will be

Strategic Oversight and Representation:

  • Provide leadership and strategic direction as an SMT member.
  • Lead the coordination for developing and updating the Country Strategy.
  • Offer strategic analysis on program needs and humanitarian trends.
  • Foster cross-team collaboration mechanisms.
  • Represent RI in relevant fora and advocacy networks.
  • Identify and scope new partnerships.
  • Ensure safe programming across departments.

Program Design:

  • Develop high-quality, evidence-based multi-sector programs.
  • Support fundraising and engage with donors.
  • Base program design on needs assessments and situational analyses.
  • Collaborate closely with Grants and Proposal teams.
  • Establish and monitor quality benchmarks.
  • Promote gender mainstreaming.
  • Coordinate assessments and research opportunities.
  • Enhance program integration.

MEAL and Knowledge Management:

  • Implement MEAL strategies and frameworks.
  • Develop a monitoring system for project results.
  • Facilitate evidence and learning plans.
  • Promote accountability to affected populations.
  • Conduct data collection and analysis.
  • Support MEAL staff capacity development.
  • Participate in project kick-offs and close-outs.

Quality Assurance:

  • Monitor program quality across themes.
  • Ensure compliance with quality standards.
  • Collaborate with technical advisors.
  • Facilitate cross-thematic learning.
  • Build technical experts' capacity.
  • Document evidence-based approaches.
  • Ensure timely reporting to donors and internal departments.

People Management:

  • Maintain appropriate staffing in the program team.
  • Provide mentorship and capacity building.
  • Manage and evaluate team members regularly.

You will bring the following experience and skills:

  • Substantial experience in senior management within humanitarian/development contexts.
  • Proficiency in developing and managing monitoring, evaluation, and learning systems.
  • Strong track record in new program development, project design, and donor proposal preparation.
  • Proven leadership in strategic planning, change management, and program management, with a focus on knowledge and learning.
  • Extensive knowledge of international humanitarian and development systems, donors, and best practices.
  • Sound understanding of humanitarian principles, IHL, IHRL protection, and gender.
  • Exceptional interpersonal and communication skills, including team management.
  • Effective external representation skills in engagements with government, donors, and partners.
